Refreshing TL

Hello.
I have a little problem when I update the TL, even pressing the refresh icon will not let me do it in a shorter period of about four minutes while on the page of Twitter I notice that already have posted new tweets. Is it a problem of implementation, configuration or, by contrast, is normal?
